Recognition of foreign qualifications

Under the "Rules for the recognition of higher education qualifications issued by foreign states" approved by Presidential Decree No. 2306 of 18 August 2023, the Education Quality Assurance Agency recognises qualifications at the levels of full secondary, secondary vocational, bachelor (including basic higher medical education) and master.

The recognition service is paid. Under Decision No. 507 of 24 December 2020 of the Cabinet of Ministers of the Republic of Azerbaijan ("List of services related to the recognition of higher education qualifications issued by foreign states and the corresponding fees"), applicants pay AZN 250 for document acceptance and expertise, and AZN 20 for the issuance of a duplicate certificate in the event of loss or damage of the original.

Registration is carried out through the electronic application system. The e-mail address and mobile number provided at registration must be in active use, as updates on applications are sent regularly through these channels.

ATTENTION! Accreditation of the higher education institution that issued the final education document by the competent authority of the country where the education was obtained is one of the main conditions for recognition. Applicants are therefore advised to make sure that the institution they choose has the relevant state accreditation.

It should be noted that the list of higher education institutions recognised and accredited in a given country can be obtained from the country-specific section of the official website of the ENIC-NARIC Networks (European Network of Information Centres / National Academic Recognition Information Centres) or by contacting the local accreditation bodies.
