According to “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, only bachelor and master degrees can be recognized and fulfilled in order to obtain equivalence.

According to “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, only bachelor and master specialization can be recognized and fulfilled in order to obtain equivalence.

Regarding to this issue, we recommend you to apply to the Higher Attestation Commission under the President of the Republic of Azerbaijan.

Diplomas issued only by the following higher education institutions (during the specified years) are recognized in the Republic of Azerbaijan.:

1) Moscow State Open University (19.11.2007 – 01.09.2010);

2) Academy of Labour and Social Relations (1999 – 2005). Since 2006, the Academy (Azerbaijan Labour and Social Relations Academy) has been operating as an independent higher education institution under the establishment of the Azerbaijan Trade Unions Confederation;

3) Lomonosov Moscow State University (27.02.2009 – );

4) First Moscow State Medical University (15.05.2015 – ).

According to the relevant legislation of the Republic of Azerbaijan, it is not possible to recognize and have equivalence (nostrification) of the qualifications of foreign higher education institutions acquired in the distant learning forms of education. Therefore, it is recommended to obtain accurate information in advance about the appropriate form of education while selecting the curriculum (specialization).

In this case, first of all, you need to go to the according police station to report the case and get reference letter about that, and then, you need to publish an announcement about the lost in the newspaper called “Azərbaycan Müəllimi”. Finally, you need to bring the reference letter and announcement to Education Quality Assurance Agency and write petition in order to get duplicate of the certificate(s).

For your information, applications for nostrification are only accepted electronically through www.apply.enic.edu.az. Therefore, it is possible to fill out the electronic application from a distance. Furthermore, if you need to fulfill any transaction related to your request, your authorized representative, who may represent you on a power of attorney, may take appropriate action. It should be emphasized that this rule does not apply to the interview stage; therefore, it is necessary for the applicant to personally participate in the interview.

Only your family members (father, mother, brother and sister) and your authorized representative can approach the Agency from 17: 00 – 18: 00 every weekday in order to obtain your certificates.

Due to the fact that form of learning with personal (individual) schedule is not considered in the current legislation of the Republic of Azerbaijan, and according to paragraph 3.7 of “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, it is not possible to determine recognition and equivalence (nostrification) of the qualifications of foreign higher education institutions acquired in this forms of learning.

The international rating table of foreign universities is annually published by various sources. You can use internet search engines to access information from such sources (“Times Higher Education World University Rankings”, “QS World University Rankings”, “Academic Ranking of World Universities (Shanghai Ranking)”, etc.).

The Ministry of Education of the Republic of Azerbaijan does not currently provide advisory services on study abroad. It should be highlighted that the Ministry of Education does not cooperate with any company in the field of study abroad, as well as for the recognition and equivalence of documents (nostrification) submitted by foreign universities and bears no responsibility for the activities of these companies. Studying based on “State Program on Education of Azerbaijani Youth Abroad between 2007 and 2015” and intergovernmental treaties signed by Ministry of Education does not privilege them in necessity of applying for nostrification. It should be maintained that these graduates do not need to legalize their respective education documents, and their documents are reviewed in a simplified way.

Note: These aforementioned privileges do not apply for graduates who have studied based on unilateral treaties signed by foreign countries.

According to the paragraph 1.2 of “Rules of the Organization, Content and Awarding of Master's Degrees” approved by Resolution (№ 88 dated 12.05.2010) of the Cabinet of Ministers of the Republic of Azerbaijan, specialists are prepared in master education based on their bachelor specializations. As a result, master education is conducted according to specialization of bachelor education in the Republic of Azerbaijan. Therefore, if a person has a bachelor’s degree in one field and a master’s degree in another (different) field, defining equivalence of specialization of this person’s master’s degree is not possible.

There is no any consideration for any privileges in the normative-legal documents which regulate process of recognition and equivalence of specializations (nostrification) in the field of higher education of foreign states.

This status shows that your higher education specialization is recognized, and you can approach Education Quality Assurance Agency every weekday from 17:00 – 18:00 in order to get your certificates (which is the final approval document of recognition).

There is no any considered period for validation of the nosrification certificate.

The brown nostrification certificate is intended to represent the equivalent of a recognized foreign higher education specialization in the Republic of Azerbaijan, and the green nostrification certificate is intended for admission to the next level of education in the country.

According to the paragraph 3.7 of to “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, a negative opinion on one of the grounds set out in paragraph 3.6 of the Rules may result in the refusal to issue a certificate of equivalence. Negative opinion as final decision could be considered in the following circumstances:

  • If the necessary study period is one year less than normative study period in the Republic of Azerbaijan;
  • If the rights granted to the owner of the document in the country (where the education certificate is issued) are less than the rights granted to the relevant document in the Republic of Azerbaijan (for example, if the owner of the document do not have the right to apply for doctoral programs or to engage in professional activity);
  • If a specialization in foreign states is conducted in part-time and correspondence modes of study; however, there is no such modes of education according to this relevant specialization in the Republic of Azerbaijan;
  • If there is no compliance in other requirements in relevant structures of the country (where the education certificate is issued) and the Republic of Azerbaijan (for example, if there are serious differences in the period of study, distant form of education, absence of accreditation of higher education institution, etc.).

According to the paragraph 3.6 of “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, the nostrification certificate is issued according to the following principles:

 

  • Positive opinion on recognition of specialization in education;
  • Positive opinion of the expert on compliance of content of education;
  • International treaties (which the Republic of Azerbaijan is a party) in relevant field, compliance of requirements (duration and mode of study, accreditation, and etc.) of relevant education structures of the Republic of Azerbaijan and the country that issues the higher education document.

According to the paragraph 3.4 of “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, the following is considered during the examination:

 

  • compliance of requirements of relevant education structures of the Republic of Azerbaijan and the country that issues the higher education document;
  • content of curriculum and study programs;
  • attestation systems;
  • volume of studied courses;
  • attestation outcome of courses;
  • internship per se and duration of internship;
  • final attestation outcome.

According to the paragraph 1.6 of “Rules of the Organization and content of Bachelor’s Degree” approved by Resolution (№ 117 dated 24.06.2010) of the Cabinet of Ministers of the Republic of Azerbaijan, it is necessary to comply with the statutory period of study in the appropriate form of education at the undergraduate level, as well as the educational standard required for that form of study at the undergraduate level at the foreign higher education institution. The way you accepted to higher education is taken into account during the examination, but this is not the only criteria.

According to the paragraph 3.4 of the Rules, the compliance of requirements (including the duration of study) in the country (where the education certificate is issued) and in the Republic of Azerbaijan is taken into account during the examination. Therefore, according to the paragraph 1.6 of “Rules of the Organization, Content and Awarding of Master's Degrees” approved by Resolution (№ 88 dated 12.05.2010) of the Cabinet of Ministers of the Republic of Azerbaijan and “Rules of the Organization and content of Bachelor’s Degree” approved by Resolution (№ 117 dated 24.06.2010) of the Cabinet of Ministers of the Republic of Azerbaijan, it is necessary to comply with the statutory period of study in the appropriate form of education at the bachelor / master level, as well as the educational standard of the foreign higher education institution where you are studying at the bachelor / master level.

The way of admission is taken into account during the examination; however, it is not the only criteria for recognition. It should be emphasized that the number of higher education institutions which admits people with certificate of secondary education to bachelor level but provides inferior education have increased in recent decades, and it worries the Ministry of Education.

According to the paragraph 3.4 of “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, compliance of requirements of relevant education structures of the Republic of Azerbaijan and the country that issues the higher education document, content of curriculum and study programs, volume of studied courses are taken into account during the examination.

Therefore, it is necessary to have the equivalent of your higher education degree in the classification of specializations provided in the legislation of the Republic of Azerbaijan. Otherwise, it will not be possible to determine recognition and equivalence of specialization (nostrification) of your document according to the paragraph 3.7 of the Rules.

According to the paragraph 3.7 of “Rules of Recognition and Equivalence of Specializations (nostrification) in the Field of Higher Education of Foreign States” approved by Resolution (№ 64 dated 13.05.2003) of the Cabinet of Ministers of the Republic of Azerbaijan, if the rights granted to the owner of the document in the country (where the education certificate is issued) are less than the rights granted to the relevant document in the Republic of Azerbaijan (for example, if the owner of the document do not have the right to apply for doctoral programs or to engage in professional activity), negative opinion as final decision could be considered.

Interview is a part of the examination to determine (in accordance with relevant regulations) whether the content of education is in compliance with state standards of the Republic of Azerbaijan.

It shows that examination of your documents suspended, and it can occur for two reasons:

  1. As part of the examination of the nostrification procedures, you needed to participate in an interview (communication in the language of study) with the relevant expert(s) in the Education Quality Assurance Agency; however, you have not participated in the interview at the designated time. Therefore, the examination of your documents suspended till you participate in the interview.

Applicants whose application has been suspended (archived) due to their failure to participate in the interview at a designated time, are asked to write to info@tkta.edu.az in order to schedule an appointment.

  1. There is a need to provide additional document(s) to make your decision regarding your nostrification. You have been informed about this; however, you have not provided the document(s) on time. Therefore, your application has been suspended in accordance with the paragraph 32.5 of the Law of the Republic of Azerbaijan "On Administrative Proceedings”.

It should be emphasized that your submission will not be accepted unless you submit the required document(s) in the electronic application.

According to the nostrification procedure, applicant is interviewed in 15 minutes in the language of study, and audio-video shooting is conducted during the interview. Due to security reasons, only the applicant may participate at the interview via showing his or her national ID card. Therefore, please do not invite outsiders (parents, friends, etc.) when you visit the Education Quality Assurance Agency to participate in the interview. You need to inform the Education Quality Assurance Agency via emailing info@tkta.edu.az in advance if you are unable to attend at the interview for reasonable excuse.
